Background

Organic Katarni rice is a traditional aromatic rice variety of Bihar with significant market potential. However, farmers often receive limited returns due to the absence of local value-addition facilities.

To address this gap, SUVIDHA proposes to establish a Poha (Rice Flakes) Processing Unit equipped with modern machinery and infrastructure. The processing unit will enable local production, packaging, and marketing of premium organic Katarni Poha while generating employment opportunities within the community.

Objective

The objective of this RFQ is to invite quotations from eligible manufacturers, suppliers, fabricators, and turnkey solution providers for the design, supply, transportation, installation, fabrication, testing, commissioning, and successful establishment of a complete Katarni Rice – Poha Processing Unit at Bhagalpur, Bihar.

Process of Selection

The proposals received in response to this Request for Proposal (RFP) shall be reviewed and evaluated based on completeness, responsiveness, technical compliance, quality standards, warranty support, service capability, delivery timelines, and commercial competitiveness.

Only proposals meeting the prescribed eligibility criteria and technical requirements shall be considered for empanelment.

SUVIDHA reserves the right to accept or reject any proposal, wholly or partially, without assigning any reason thereof and may seek additional information or clarification from applicants during the evaluation process.

The empanelment of selected vendors/service providers shall remain valid for the Financial Year 2026–27 from the date of empanelment, unless extended, modified, or terminated by SUVIDHA as per organizational requirements.

Terms and Conditions

• The supplier/vendor must provide a valid GST Registration Certificate and GSTIN.
• The supplier/vendor must submit a valid Company/Firm Registration Certificate (Proprietorship/Partnership/LLP/Private Limited/Public Limited, as applicable).
• The quotation submitted shall clearly mention the validity period, which should remain valid for a minimum of 30–90 days from the date of submission.
• The supplier/vendor must specify the payment terms and conditions, including applicable taxes and any other charges.
• The supplier/vendor shall indicate the delivery, installation, and commissioning timeline from the date of issuance of the Purchase Order/Work Order.
• MSME / Startup Registration Number (if applicable)
• SUVIDHA reserves the right to accept or reject any quotation, wholly or partially, without assigning any reason thereof.
